Registration under BNBC 2020 — Required for ECPS / RAJUK Enlistment

What is a Registered Engineer?

The Bangladesh Professional Engineers Registration Board (BPERB), constituted under the Institution of Engineers, Bangladesh (IEB), is the national authority for recognising the professional competence of engineers. With the enforcement of the Bangladesh National Building Code (BNBC) 2020, BPERB is designated as the agency that registers engineers for various Building Categories.

The Registered Engineer (RE) designation is a precondition for enlistment in the Electronic Construction Permitting System (ECPS) of RAJUK and is increasingly required by other municipal authorities and city corporations across Bangladesh. Drawings, designs, supervision certificates, demolition plans, completion reports and Geotechnical Investigation Reports submitted to municipal authorities must be signed by an appropriately qualified Registered Engineer.

Common Eligibility Requirements
  • Current member or fellow of the Institution of Engineers, Bangladesh (IEB).
  • Minimum 5 years post-graduate experience after a Bachelor's degree, OR minimum 3 years after an M.Sc. in Engineering.
  • Evidence of at least 20 CPD hours in the preceding 12 months.
  • Sound character — not under any disciplinary sanction by IEB, BPERB or any professional body.
  • Valid National Identity Card (NID) of Bangladesh.
PEng Obligation — Cat III & IV

A candidate awarded RE at Category III or IV — who does not already hold the Professional Engineer (PEng) designation — must:

Apply Apply for PEng within 3 years of the RE certificate date.
Obtain Obtain PEng within 5 years — failure leads to suspension and eventual removal of Cat III/IV status.

Category II holders are encouraged but not required to obtain PEng.

  • For Supervision / Demolition / Completion Report / GIR applicants: five (5) certificates and reports of completed assignments
  • CPD certificates for any structured CPD in the last 3 years (informational for first-time applicants)
Written Examination (Route A)
  • Duration: 3 hours — held in-person at BPERB exam hall
  • Monitored by cameras; video and audio recorded
  • Covers all 13 Engineering Competency profiles (EC1–EC13)

Viva Voce (Route A)
  • Duration: 20–30 minutes before a panel of experts

  • Questions cover codes, ethics, and the 13 IPEA Engineering Competency profiles (EC1–EC13)
  • Successful candidates undergo IEB Ethics Board verification before Board approval
Applicants receive ~2 weeks' notice of the exam date. Results typically issued within 4 weeks of assessment.
Appeal Process

Unsuccessful candidates may lodge an appeal within the prescribed period using the official Appeal Form, along with a fee of ৳ 2,000. Appeals are reviewed by the Appellate Committee, whose judgement is final. The appeal fee is non-refundable.
